EACOP’s Participation at the 4th PAU National Content Conference: Driving Uganda’s Oil and Gas Sector Forward
EACOP was one of the sponsors of the 4th PAU National Content Conference, held at Munyoyo Hotel, rom the 6th to the 7th of December 2023. The event was organized by the Petroleum Authority of Uganda (PAU), drew over 700 delegates.
The theme of the conference, “Optimizing National Content in the Oil and Gas Sector, Two Years After FID,” set the stage for discussions on enhancing participation in Uganda’s oil and gas sector, particularly during the construction phase.
The conference was officially inaugurated by Hon. Sidronius Okaasai Opolot, the Minister of State for Energy in Uganda. In his opening remarks, Hon Okaasai underscored the pivotal role of the National Content Conference 2023 in steering the journey towards first oil.
A dedicated session on the upcoming opportunities for EACOP was a highlight of the conference. Chaired by Ms. Merian Ahabwe, the National Content Manager, the session featured insights from EACOP’s tier-one contractors:
- China Petroleum Pipeline Engineering Co., Ltd. (CPP)
- AGL

Olivier Foulonneau, the National/Local Content Manager for EACOP, delivered a presentation that shed light on the forthcoming opportunities associated with the EACOP project.
During the session, Merian Ahabwe, our National Content Manager, proudly shared that 98% of the workforce contributing to EACOP’s success are Ugandans, with 51% hailing from local communities. Notably, #EACOP collaborates with 117 Ugandan companies, and there are plans for further expansion in the coming year.
Close to 3,000 Ugandans actively participate, either directly or indirectly, in the EACOP program. EACOP has formalized an MOU with UPIK and forged partnerships with universities. These collaborations are geared towards creating avenues for training trainers and facilitating internships. As part of this initiative, there are plans to send 40 interns to diverse countries for specialized training.
EACOP’s active participation in the 4th PAU National Content Conference underscores its commitment to fostering collaboration, sharing insights, and contributing to the growth and sustainability of Uganda’s oil and gas sector.
